PLANT QUARANTINE PROGRAMME


At the heart of any successful plant biosecurity system is the enforcement component, which relies on an efficient plant quarantine programme. Our programme is designed to regulate and facilitate trade in plants, agricultural produce, and products based on the Plant Quarantine Guidelines and International Standards for Phytosanitary Measures. 
Plant Biosecurity and Quarantine team is dedicated to eradicating and containing dangerous pests in agriculture through the establishment of Post-Entry Quarantine and Domestic Quarantine Procedures. In addition to our efforts to control pests and diseases, we also assist in regulating the export of exotic plant species and germplasm in line with the Customs Order and CITES. Our team is committed to ensuring that all agricultural products are safe for both consumers and the environment.  
With a focus on continuous improvement, we are constantly evolving our procedures and technologies to stay ahead of emerging threats. We work diligently to maintain a robust plant biosecurity system, and our main activities include:
  • Inspection of passengers and consignments at the entry points of Sarawak to prevent the entry and spread of foreign pests and noxious plants. Entry Points in Sarawak. Agricultural goods imported, with or without Permits or Phytosanitary Certificates, are subjected to inspection by Plant Quarantine Officers upon arrival. This also includes passengers on domestic flights from Semenanjung Malaysia, Sabah and Labuan.
 
Airline passengers and cross-border visitors from Kalimantan (Indonesia), Brunei, and Sabah through ICQS may bring limited amounts of agricultural products without import permits. However, inspections are required, and any products found to harbour pests or diseases will be immediately confiscated and destroyed. Inspection on cargoes is carried out at the airline cargo areas or at gazetted entry points at the border immigration / customs checkpoints.
 
  • Provide technical advisory and support to importers and exporters of agricultural products
  • Facilitate the trade of agriculture consignment ( Import Procedures, Export Procedures)
  • Facilitate the accreditation of MAFAS, MAHTAS and export facilities of agricultural products to overseas market
