Bengkel Persediaan RMK 10


Santubong, Kuching, 21 – 23 Julai 2009

Jabatan Pertanian Sarawak telah mengadakan Bengkel Persediaan Rancangan Malaysia Ke-sepuluh di Santubong Resort, Santubong.

Seramai 89 orang pegawai kanan Jabatan telah menghadiri bengkel tersebut. Diantara Program Pembangunan Pertanian yang telah dibincangkan semasa bengkel adalah seperti berikut :

    1.  Program Pembangunan Industri Tanaman
    2.  Program Pembangunan Perikanan Darat dan Akuakultur
    3.  Program Industri Ternakan
    4.  Program Pertubuhan Peladang
    5.  Program Industri Asas Tani

Selain daripada itu, dua lagi kertas kerja yang telah dibentangkan semasa bengkel tersebut adalah :

1.

Dasar Pembangunan Pertanian di Sarawak dalam Rancangan Malaysia Kesepuluh oleh Pegawai Hal-Ehwal Ekonomi Kanan, Encik Churchill Lawi bagi mewakili Setiausaha Tetap, Kementerian Pemodenan Pertanian;

2.

Hala Tuju Rancangan Malaysia Ke-sepuluh oleh Pengarah, Encik Paul Vincent Ritom.

Greetings & welcoming everyone (SAE Churchill, DDA, SADs, ADs, senior officers, ladies & gentlemen)

Now approaching end of 9MP, need to prepare for 10MP
Describe typical planning activities for each Malaysia Plan

Analysis of Present Situation

 

Review of previous MP policies and programmes (policies, strategies, achievements, impact evaluation, implementation problems and constraints)

 

o

Review of prospects and potentials (current status of industry, SWOT analysis)

Preparation of Action Plan for new MP

 

Setting development policies and goals for sector/commodity

 

o

Identifying critical development issues

 

Defining broad development strategies and approaches

 

o

Formulating development programmes (specifying objectives, component activities, implementation approaches and general guidelines)

 

o

Setting programme targets and implementation mechanism

Will follow this format, except that we will stop before the last step. Output will therefore be the formulation of individual development programmes as above.

Emphasize that 10MP planning must be done in a systematic manner

 

Thorough analysis in the review process

 

o

Clear development policies and goals

 

o

Effective development strategies and approaches

 

o

Clear and realistic development objectives of programmes

 

o

Programme implementation concepts and guidelines must address the critical development issues relevant to the intended clientele group

     

10MP planning must be consistent with the DOA vision, mission, strategic objectives, development approaches and functions of DOA. I will present those later.

MoMA will also present a paper on the “Framework for Agriculture Development in the 10MP”.

Paper on 10MP Framework by MoMA by SAE Churchill Lawi

Crop Industry by SADR

 

o

Livestock industry by SADV
 

o

Agro-based industry by AD(IAT)
 

o

Inland Fishery & Aquaculture by SADF, and
 

o

Farmers Institution by DDA/SADFI

Notice that support services and programmes are discussed as part of each sub-sector.

Paper presentations will go on until afternoon tea today, with workshop sessions starting after afternoon tea and extending to the whole of Day 2. Workshop Group presentations will be on morning of Day 3.

Advice to participants:

 

Take the workshop seriously

 

o

Take heed of the new directions as explained by MoMA and DA

 

o

Don’t be afraid to consider new and different approaches / “Think Outside the Box”

 

o

Proposals must be grounded on sound analysis, logical thinking and a strong dose of realism

 

o

Leave participants with a quotation purportedly from Einstein “INSANITY IS DEFINED AS DOING SOMETHING THE SAME WAY AS BEFORE AND EXPECTING A DIFFERENT RESULT"
