Quality Assurance Programme (QAP)

 

Introduction

The State Veterinary Authority (SVA) has adopted a total of 15 Quality Assurance Programmes and Codes of Good Practices formulated and implemented by the Department of Veterinary Services, Malaysia, for various sectors of the livestock industry in Semenanjung Malaysia.

These programmes and practices may understandably be new to livestock producers in Sarawak.

The SVA has adopted up to 15 QAPs and Codes of Good Practices formulated and implemented by Department of Veterinary Services, Malaysia, for various livestock sectors of the livestock industry. Their adoption by the State Veterinary Authority is for facilitating orderlu development of the local livestock industry and for ensuring that local livestock produce will be of the same quality standard as national standard which is already accepted internationally. The 15 QAPs and Codes of Good Practices are:

  1. QAP for Eggs
  2. QAP for Poultry Meat
  3. QAP for Mutton
  4. QAP for Milk
  5. Code of Veterinary Practice For The Control of Salmonella in Poultry Farming
  6. Good Manufacturing Practice For Feed Manufacturers
  7. Code of Veterinary Practice For Poultry Slaughtering Plant
  8. Code of Veterinary Practice For Rabbity Slaughter House
  9. Code of Veterinary Practice For Meat Processing Plant
  10. Code of Veterinary Practice For Boning and Packing Plant
  11. Code of Veterinary Practice For Milk Processing and Retailing Premises
  12. Code of Veterinary Practice For Meat Repacking Plant (For Re-export purposes)
  13. Code of Veterinary Practice For Manufacturing Meat Products in Hermatically Sealed Containers

What is QAP?

For livestock industry, the Quality Assurance Programme (QAP) is a management education programme for total quality management. For the livestock industry, QAP assures quality livestock and livestocck products for the market. In short, QAP contributes towards products that meet with consumer requirement for quality.

For livestock industry, QAP code of practice includes:

  • Code of Good Feed Manufacturing for feedmill
  • Code of Good Practice for Abbattoirs, and
  • Code of Good Practice for Meat Processing Plants

For livestock industry, QAP is therefore applied to:

  • animal feed manufacturing
  • commercial and small farms
  • abbattoirs, and
  • meat processing plants

In view of increased public awareness on food safety and in view of the need for our livestock producers to be competitive in export market which increasingly demands for quality-assured products, QAP has become an urgent need for the livestock industry.

Objectives

  1. To provide guidelines to feedmills, farms, abattoirs and meat processing establishments on quality management of feed manufacturing. livestock production including aspects on sanitation, disease prevention and usage of drugs, medicaments, vaccines, chemicals, handling of livestock and their products, slaughtering, processing and effluent management.
  2. To promote interest and encouragge active participation of all establishments and farms by awarding certificate of quality assurance to outstanding and entitled establishments and farms. Farms that have been awarded the first level of QAP can qualify for the second and the third or the highest excellent quality level, based on the extent of quality improvement achieved later on.
  3. To be able to maintain excellence in quality so that in the long run QAP integration in various sectors of the industry will ensure wider acceptance on quality of poultry products both locally and in the export market.

QAP Guidelines For Livestock Farm

The scope of QAP covers:

  • Farm sanitation and hygiene
  • Management of livestock
  • Usage of drugs, medicaments, vaccines and chemicals
  • Handling of eggs
  • Farm waste management

QAP Guidelines For Feedmills, Abattoirs and Meat Processing Establishments

The Codes of Good Feed Manufacturing, Abattoirs Operation and Meat Processing Plant use the principles of HACCP (Hazard Analysis Critical Control Point), an internationally recognized system for ensuring safe animal feed production, to provide a high level of assurance that livestock products derived from livestock fed with this feed are safe and wholesome to eat. However, the Codes also deals with non-safety issues, including product quality and regulatory requirements such as labelling and compliance with waste management regulations.
